Parishes wanting to begin a building project must receive proper guidance and approval from the Diocese of Lubbock, including the Bishop. This is for liability and insurance purposes.

In some cases, a grant can be provided to help fund the building project. However, written approval for the project must be received from the:
 - Diocesan Finance Committee
 - Diocesan Building Committee
 - Diocesan Liturgy Committee (if it is for a Sacramental space)
 - Parish Pastoral Council
 - Parish Finance Council
 - Parish Building Committee
